Collection transferred to the IHRC from the Estonian Archives in the U.S.A. (EAU) in 2003-2005. It was processed as part of a collaborative project between the Estonian Archives in the USA (Lakewood, New Jersey), the National Archives of Estonia (NAE), and the IHRC in March 2011. Gerli Raadik and Peeter Väljas of the National Archives in Tallinn, Estonia, worked with IHRC staff on the project.
Viktor (Viktor-Andreas) Kargaja was born on 06.10.1886 in parish Karula, Valgamaa, Estonia and died on 07.11.1968 in New York, USA. He studied in Parish School of Karula, Aleksander Gymnasium in Tartu (1896-1906), University of Tarty faculty of law (1906 - 1909) and University of Moscow (1909 - 1912). He worked as a assistant attorney of Jaan Poska in Tallinn (1912-1913), Tallinna Vastastikuse Krediitühisuse (credit union in Tallinn) procurator, Krediit Pank in Tallinn (credit bank) board member and director (1919-1932), Pikalaenu Panga (credit bank) in Tallinn director (1933-1940), head of the Kohila Paper Mill Department of Planning (1941), during the German occupation he worked in banking. 1944 he left to Germany, 1949 to USA. Social activities: Eesti Üliõpilaste Selts= Estonian Students Society (since 1906 member, since 1955 honorable alumnus, Eesti Üliõpilaste Selts Augsburgi Koonduse = Estonian Students Society Augsburg Chapter chairman in 1948-1949, Ameerika Ühendriikide Koonduse=USA Chapter chairman in 1950-1959, elders council board member in 1961-1965), Estonian Association board member, Estonian Red Cross Headquarter member, EELC Consistory in Estonia secular assessor, Tallinn City Council member and vice-director (1919-1923), chairman of the Estonian National Committee Board of Election in USA (1952). Acknowledgment: Estonian Red Cross Commemorative decoration I class II rank (1929). He was married in 1915 to Eugenia Kargaja (maiden name Linnamägi, 1894-1994). They had son Hans-Ilmar (1920- ).
